Explain why just counting the number of bacteria is not enough for judging the safety of the product

For the answer to the question above, I believe low bacteria count doesn't mean the bacterias aren't pathogenic because anaerobic bacteria might not be counted and bacteria clusters could form ONE colony (even though there are a lot of more them present than counter).Also, it doesn't test if the bacteria are pathogenic. It just counts the visible ones
