Copernicus wanted to develop a completely new system for predicting planetary positions because:
1. He believed that the Ptolemaic model was not precise at predicting the positions of planets.
2. Copernicus did not believe that the Ptolemaic model should have big epicycles to describe the retrograde motion of the planets.
