the one that is not considered as one of the potential advantages of decentralization would be: Increases goal congruence
Goal congruence happens when each states have an opposite goal that make them become a hindrance to one another.
By giving the main command to the central government (decentralization) their goals will be controlled so they're not opposing one another.
