An argument is a set of reasons given with the aim of persuading others that an action or idea is right or wrong. So if we are going strictly by the definition, then technically it would be an "argument." Especially if someone were to have opposing views from the other.  

But it shouldn't be an argument. Everyone deserves to have their rights protected. If not, then what's the point of rules? Or ethics? If that all just goes out the window.
